Constitution of the Minnesota College Republicans

as amended on April 10th, 1999

 

ARTICLE I

THE NAME OF THE ORGANIZATION SHALL BE THE MINNESOTA COLLEGE REPUBLICANS, HEREAFTER REFERRED TO AS MCR.

ARTICLE II

AS AN AFFILIATE TO THE REPUBLICAN PARTY OF MINNESOTA, HEREAFTER REFERRED TO AS THE RPM, MCR SHALL STRIVE TO FOSTER COLLEGE STUDENT PARTICIPATION WITH RESPECTS TO THE FOLLOWING GOALS:

  1. TO AID IN THE ELECTION OF REPUBLICAN CANDIDATES AT ALL LEVELS OF GOVERNMENT; 
  2. TO DEVELOP POLITICAL SKILLS AND LEADERSHIP ABILITY AMONG REPUBLICAN STUDENTS; POLITICAL NETWORKING; 
  3. TO PROVIDE AN ARENA FOR STUDENTS TO EXPRESS REPUBLICAN BELIEFS; AND 
  4. TO ACT AS AN EXTENSION OF THE COLLEGE REPUBLICAN NATIONAL COMMITTEE.

ARTICLE III

SECTION I

AN INDIVIDUAL SHALL BE CONSIDERED AN MCR IF HE OR SHE HOLDS MEMBERSHIP IN AN OFFICIALLY RECOGNIZED MCR CAMPUS CLUB. MCR OFFICERS SHALL BE ELECTED FROM AMONG MCR STATEWIDE MEMBERSHIP.

SECTION II

ALL COLLEGE REPUBLICAN CAMPUS CLUBS SEEKING MCR OFFICIAL RECOGNITION SHALL SUBMIT A LIST OF OFFICERS AND MEMBERSHIP AND A CLUB CONSTITUTION TO THE MCR REGIONAL VICE-CHAIR AS SPECIFIED IN MCR BY-LAWS.

ARTCILE IV

SECTION I

THE MCR ORGANIZATION SHALL CONSIST OF A BOARD OF DIRECTORS ELECTED AT THE MCR ANNUAL CONVENTION. THE BOARD SHALL CONSIST OF THE FOLLOWING SEVEN
OFFICERS:

STATE CHAIR
STATE CO-CHAIR
STATE SECRETARY
STATE TREASURER

VICE-CHAIR-NORTH
VICE-CHAIR-METRO
VICE CHAIR-SOUTH

SECTION II

THE MCR BOARD OF DIRECTORS MAY BRING IMPEACHMENT PROCEEDINGS AGAINST ANY MEMBER OF THE BOARD OF DIRECTORS. REMOVAL OF A MEMBER SHALL BE SPECIFIED IN THE MCR BY-LAWS.

SECTION III

ANY VACANCY ON THE MCR BOARD OF DIRECTORS SHALL BE FILLED BY AN APPOINTMENT BY THE MCR STATE CHAIR, SUBJECT TO THE APPROVAL OF A MAJORITY OF THE BOARD OF DIRECTORS.

ARTICLE V

SECTION I

ALL MEETINGS OF THE MCR STATE BOARD OF DIRECTORS MUST HAVE A QUORUM IN ORDER TO CONDUCT BUSINESS. A QUORUM SHALL CONSIST OF A MAJORITY OF THE STATE BOARD OF DIRECTORS.

SECTION II

THE MCR STATE BOARD OF DIRECTORS SHALL MEET AT LEAST MONTHLY THROUGHOUT THE ENTIRE YEAR, PERSUANT TO THE MCR BY-LAWS. THE BOARD OF DIRECTORS SHALL FOLLOW ROBERT'S RULES OF ORDER, NEWLY REVISED VERSION.

SECTION III

SPECIAL MEETINGS MAY BE CALLED BY THE STATE CHAIR OR BY THREE MEMBERS OF THE STATE BOARD OF DIRECTORS, SUBJECT TO PROCEDURES SPECIFIED IN MCR BY-LAWS.

SECTION IV

THE MCR BOARD OF DIRECTORS SHALL SELECT A PARLIMENTARIAN TO ADVISE THE STATE CHAIR ON PARLIMENTARY PROCEDURE AT ALL MEETINGS AND THE MCR ANNUAL
CONVENTION.

SECTION V

PROXY VOTING SHALL NOT BE ALLOWED AT THE MCR ANNUAL CONVENTION. PROXY
VOTING SHALL BE ALLOWED AT MCR BOARD MEETINGS.

ARTICLE VI

THE CONSTITUTION MAY BE AMENDED BY A TWO-THIRDS VOTE OF THE DELEGATES
ASSEMBLED AT THE MCR ANNUAL CONVENTION.

ARTICLE I

SECTION I

ALL CAMPUS CLUBS SEEKING OR RENEWING THEIR MCR MEMBERSHIP MUST SUBMIT TO MCR THE REQUIRED LIST OF OFFICERS, MEMBERSHIP, AND A CLUB CONSTITUTION NO LATER THAN TWO WEEKS PRIOR TO THE MCR ANNUAL CONVENTION. THE MEMBERSHIP LISTS AND CONSTITUTION WILL BE USED TO DETERMINE THE NUMBER OF DELEGATES TO BE ALLOTTED TO THE MCR ANNUAL CONVENTION.

SECTION II

THE MCR SHALL SEND A LETTER OF RECOGNITION TO CAMPUS CLUBS UPON FULFILLMENT OF MEMBERSHIP REQUIREMENTS. UPON RECEIPT OF THIS LETTER, A CAMPUS CLUB IS OFFICIALLY RECOGNIZED FOR THE FOLLOWING YEAR UNTIL THE NEXT CONVENTION.


ARTICLE II

SECTION I

MINNESOTA SHALL BE DIVIDED INTO THREE REGIONS TO ENSURE STATEWIDE REPRESENTATION ON THE BOARD OF DIRECTORS, AND TO FACILITATE COMMUNICATION BETWEEN CAMPUSES. THE REGIONS ARE DEFINED AS FOLLOWS:

  1. THE SOUTHERN REGION SHALL CONSIST OF ALL CAMPUSES WITHIN THE COUNTIES OF GOODHUE, SCOTT, MCLOUD, RENVILLE, YELLOW MEDICINE, AND ALL COUNTIES TO THE SOUTH OF THEM.
  2. THE METRO REGION SHALL CONSIST OF ALL CAMPUSES WITHIN HENNEPIN, CARVER, DAKOTA, WASHINGTON, WRIGHT, ANOKA, AND RAMSEY COUNTIES.
  3. THE NORTHERN REGION SHALL CONSIST OF ALL CAMPUSES WITHIN THE COUNTIES OF CHISAGO, ISANTI, SHERBURNE, MEEKER, KANDIYOHI, CHIPPEWA, LAC QUI PARLE, AND ALL COUNTIES TO THE NORTH OF THEM.

ANY SCHOOL WISHING TO RESIDE IN A DIFFERENT REGION, MUST PETITION AND SHOW DUE JUSTIFICATION FOR CHANGE TO THE MCR BOARD OF DIRECTORS EACH YEAR.

SECTION II

THE DUTIES OF THE OFFICERS OF THE MCR BOARD OF DIRECTORS SHALL BE AS FOLLOWS:

  1. THE MCR STATE CHAIR SHALL PRESIDE AT ALL MEETINGS AND BE RESPONSIBLE TO FACILITATE ALL ACTIVITES OF THE STATE BOARD OF DIRECTORS. THE STATE CHAIR SHALL BE THE PRIMARY SPOKESPERSON FOR THE MCRS AND SHALL BE RESPONSIBLE FOR COMMUNICATIONS WITH THE REPUBLICAN PARTY OF MINNESOTA AND OF THE COLLEGE REPUBLICAN NATIONAL COMMITTEE. THE MNCR STATE CHAIR SHALL ALSO ACT AS THE DELEGATE TO THE RPM STATE CONVENTION. 
  2. THE STATE CO-CHAIR SHALL PRESIDE AT THE MEETINGS IN THE ABSENCE OF THE STATE CHAIR, AND SHALL ASSIST THE STATE CHAIR IN THE ADMINISTRATION OF THE STATE BOARD OF DIRECTORS. THE STATE CO-CHAIR SHALL ALSO ACT AS THE ALTERNATE DELEGATE TO THE RPM STATE CONVENTION. 
  3. THE MCR SECRETARY SHALL BE RESPONSIBLE TO RECORD THE MINUTES AT ALL MEETINGS, AND TO KEEP ALL OFFICIAL RECORDS OF MEMBERSHIP AND ACTIVITIES. THE STATE SECRETARY SHALL CARRY OUT ALL DUTIES SPECIFIED IN THE MCR CONSTITUTION AND BY-LAWS. IN THE ABSENSE OF THE STATE SECRETARY, THE STATE CHAIR SHALL APPOINT A SECRETARY PRO-TEMP TO RECORD THE MINUTES OF THE MEETINGS. 
  4. THE MCR STATE TREASURER SHALL KEEP ALL FINANCIAL RECORDS AND SHALL BE RESPONSIBLE FOR ALL EXPENDITURES AND RECIEPTS. THE STATE TREASURER SHALL FILE ALL REQUIRED REPORTS. THE MCR STATE TREASURER SHALL OVERSEE ALL FUNDRAISING ACTIVITY AS INSTRUCTED BY THE MCR STATE BOARD OF DIRECTORS. 
  5. THE PRIMARY FUNCTION OF THE REGIONAL VICE-CHAIRS SHALL BE COMMUNICATION WITH THEIR RESPECTIVE CAMPUS CLUBS. THE REGIONAL VICE-CHAIRS SHALL ASSIST ALL CLUBS AND CAMPUSES IN THE STATE OF MINNESOTA IN THE BUILDING MEMBERSHIP AND DESIGNATING PROJECTS.

SECTION III

THE STATE CHAIR SHALL BE EMPOWERED TO APPOINT ANY OFFICIALS TO AID IN THE ADMINISTRATION OF THE MCR ORGANIZATION. ALL APPOINTMENTS ARE SUBJECT TO THE APPROVAL OF A MAJORITY VOTE OF THE BOARD OF DIRECTORS. ALL APPOINTMENTS MAY BE REMOVED BY THE SAME VOTE.

SECTION IV

IMPEACHMENT PROCEEDINGS MAY BE BROUGHT AGAINST ANY MEMBER OF THE BOARD OF DIRECTORS BY ANY MEMBER OF THE BOARD OF DIRECTORS AT A REGULAR MEETING OF THE STATE BOARD OF DIRECTORS. AT THE SAME MEETING, THE ACCUSED WILL HAVE THE OPPORTUNITY FOR REBUTTAL, AND THE BOARD WILL VOTE BY SECRET BALLOT. A TWO-THIRDS VOTE OF THE STATE BOARD OF DIRECTORS IS REQUIRED TO REMOVE A MEMBER FROM THE STATE BOARD OF DIRECTORS.


ARTICLE III

SECTION I

THE MCR STATE CHAIR SHALL PRESIDE AT ALL MEETINGS OF THE MCR STATE BOARD OF DIRECTORS. IN THE ABSENCE OF THE STATE CHAIR, THE STATE CO-CHAIR SHALL PRESIDE. MEETINGS SHALL BE HELD ON THE FIRST SUNDAY OF THE MONTH, EXCEPT WHEN OTHERWISE DESIGNATED BY THE STATE CHAIR. THE STATE SECRETARY SHALL SEND MEETING NOTICES AT LEAST TWO WEEKS PRIOR TO THE MEETING.

SECTION II

SPECIAL MEETINGS MAY BE CALLED BY THE STATE CHAIR OR AT LEAST THREE MEMBERS OF THE STATE BOARD OF DIRECTORS. WRITTEN NOTIFICATION OF SPECIAL MEETINGS SHALL BE POSTMARKED AT LEAST TEN (10) DAYS PRIOR TO THE MEETING.


SECTION III

MEMBERS OF THE STATE BOARD OF DIRECTORS WILL BE REQUIRED TO ATTEND ALL STATE BOARD OF DIRECTORS MEETINGS. IN THE EVENT THAT A MEMBER SHALL BE ABSENT FROM A MEETING, THEY WILL SUBMIT A WRITTEN REPORT TO THE STATE CHAIR PRIOR TO THEIR MISSED MEETING. FAILURE TO DO SO WILL RESULT IN AN UNEXCUSED ABSENSE. FOLLOWING TWO UNEXCUSED ABSENCES, THE MEMBER WILL BE SUBJECT TO REMOVAL IN ACCORDANCE WITH SECTION VI OF THE MCR BY-LAWS.


ARTICLE IV

SECTION I

THE MCR ANNUAL CONVENTION SHALL BE HELD EACH YEAR IN THE MONTH OF MARCH OR APRIL. THE OFFICIAL CONVENTION CALL SHALL BE ISSUED TO EACH CAMPUS CLUB CHAIR AT LEAST THREE WEEKS PRIOR TO THE CONVENTION BY THE MCR STATE CHAIR.

SECTION II

THE RULES COMMITTEE SHALL BE APPOINTED NO LATER THAN TWO WEEKS PRIOR TO THE CONVENTION BY THE MCR STATE CHAIRMAN AND APPROVED BY THE MCR BOARD OF DIRECTORS. THE RULES COMMITTEE SHALL SET THE AGENDA OF BUSINESS FOR THE CONVENTION, WHICH MUST INCLUDE ELECTION OF OFFICERS, PROPOSED AMENDMENTS TO THE MCR CONSTITUTION AND BY-LAWS, AND THE ELECTION OF MCR DELEGATES TO RPM FUNCTIONS. THE RULES COMMITTEE SHALL SET THE RULES OF ORDER FOR CONDUCTING CONVENTION BUSINESS. ALL PROPOSALS FROM THE RULES COMMITTEE MUST BE APPROVED BY A MAJORITY VOTE OF THE CONVENTION DELEGATES.

SECTION III

THE CREDENTIALS COMMITTEE SHALL BE APPOINTED NO LATER THAN TWO WEEKS PRIOR TO THE CONVENTION BY THE MCR STATE CHAIRMAN AND APPROVED BY THE MCR BOARD OF DIRECTORS. THE STATE CO-CHAIR SHALL CHAIR THE CREDENTIALS COMMITTEE. THE RESPONSIBILITY OF THE COMMITTEE WILL BE TO CERTIFY MEMBERSHIP INFORMATION AND PREPARE A CREDENTIALS REPORT CONTAINING THE NUMBER OF VOTING DELEGATES REPRESENTING EACH CAMPUS CLUB. THE CREDENTIALS REPORT SHALL BE THE FIRST ORDER OF BUSINESS OF THE MCR ANNUAL CONVENTION.

SECTION IV

THE RESOLUTIONS COMMITTEE SHALL BE APPOINTED NO LATER THAN TWO WEEKS PRIOR TO THE CONVENTION BY THE MCR STATE CHAIRMAN AND APPROVED BY THE MCR BOARD OF DIRECTORS. THE RESOLUTIONS COMMITTEE IS RESPONSIBLE FOR
GATHERING AND PRESENTING RESOLUTIONS TO BE ADOPTED TO THE MCR STATE PLATFORM. RESOLUTIONS MAY BE PASSED BY A MAJORITY VOTE OF DELEGATES ASSEMBLED AT THE MCR ANNUAL CONVENTION.

SECTION V

CAMPUS CLUBS WILL BE ALLOTTED ONE DELEGATE PER EVERY TEN MEMBERS. NO CAMPUS CLUB MAY HAVE MORE THAN 25% OF THE TOTAL VOTING DELEGATES AT THE CONVENTION. IF A CAMPUS CLUB HAS A NUMBER OF REGISTERED DELEGATES THAT
EXCEEDS THE 25% LIMIT, DELEGATES SEATING SHALL PROCEED ACCORDING TO THE RULES OF THE CONVENTION.


SECTION VI

OFFICERS OF THE MCR STATE BOARD OF DIRECTORS SHALL BE ELECTED BY SECRET BALLOT AND AT LARGE EXCEPT FOR THE REGIONAL VICE-CHAIRS WHO SHALL BE ELECTED BY THE DELEGATES FROM THEIR RESPECTIVE REGIONS. IN ORDER TO RUN FOR OFFICE, AN INDIVIDUAL MUST BE NOMINATED FROM THE CONVENTION FLOOR.

SECTION VII

PART 1

EACH REGION WILL CAUCUS AT THE MCR ANNUAL CONVENTION AND ELECT ONE DELEGATE AND ONE ALTERNATE TO EACH RESPECTIVE CONGRESSIONAL DISTRICT CONVENTION.

PART 2

  1. THE MCR STATE CHAIR SHALL REPRESENT THE MCRS AS THEIR ONE DESIGNATED DELEGATE TO THE CRNC CONVENTION. IN THE ABSENCE OF THE STATE CHAIR, THE STATE CO-CHAIR SHALL BE THE DELEGATE. IN THE EVENT OF THE ABSENCE OF THE STATE CHAIR AND THE STATE CO-CHAIR, THE STATE CHAIR SHALL APPOINT A DELEGATE. 
  2. OTHER DELEGATES TO THE CRNC CONVENTION ARE APPOINTED BY THE MCR STATE CHAIR SUBJECT TO APPROVAL OF THE STATE BOARD OF DIRECTORS. 
  3. IN THE EVENT THAT ADDITIONAL DELEGATES ARE GRANTED OR IN THE EVENT THAT AN APPOINTED DELEGATE IS UNABLE TO ATTEND AND THERE ARE NO SCHEDULED MCR STATE BOARD OF DIRECTORS MEETINGS PRIOR TO THE CRNC CONVENTION, THE STATE CHAIR SHALL APPOINT THE DELEGATES.

SECTION VIII

ENDORSEMENTS MAY BE PASSED BY A MAJORITY VOTE OF THE DELEGATES ASSEMBLED AT THE MCR ANNUAL CONVENTION. ENDORSEMENTS MAY NOT BE MADE REGARDING ELECTIONS OR EVENTS OCCURRING ON OR AFTER MARCH 1ST OF THE YEAR FOLLOWING THE MCR ANNUAL CONVENTION.


ARTICLE V

SECTION I

THESE BY-LAWS MAY BE AMMENDED BY A TWO-THIRDS VOTE OF THE DELEGATES
ASSEMBLED AT THE MCR ANNUAL CONVENTION OR BY UNANIMOUS VOTE OF THE MINNESOTA COLLEGE REPUBLICANS BOARD OF DIRECTORS.
